Greg Garland is chairman and CEO of Phillips 66, a diversified energy manufacturing and logistics company. A chemical engineer, Garland has 40 years of industry experience in technical and executive leadership positions within the oil and natural gas and chemicals industries.

Previously, Garland had served as senior vice president, Exploration and Production, Americas, for ConocoPhillips since 2010. Prior to joining ConocoPhillips, Garland was president and chief executive officer of Chevron Phillips Chemical Company, which is now a joint venture between Phillips 66 and Chevron. Before his election to that position, Garland served Chevron Phillips as senior vice president, Planning & Specialty Chemicals. His prior experience includes serving as general manager of Qatar/Middle East for Phillips, a position he assumed in 1997. From 1995 to 1997, he served as general manager of natural gas liquids after serving as manager of planning and development in planning and technology. From 1992 to 1994, he was manager of the K-Resin® business unit.

Garland began his career with Phillips in 1980 as a project engineer for the Plastics Technical Center. He later worked as a sales engineer for Phillips' plastics resins, business service manager for advanced materials, business development director, and olefins manager for chemicals.

He is the chairman and CEO of our general partner. He serves on the board of directors for Phillips 66 Partners, DCP Midstream, Amgen, the Barbara Bush Houston Literacy Foundation, the Greater Houston Partnership, Junior Achievement for Southeast Texas, and the National Petroleum Council. He is chairman of American Petroleum Institute and a member of the engineering advisory board for Texas A&M University. He is also one of the founding CEOs of the American Cancer Society’s CEOs Against Cancer initiative in the U.S. Gulf Coast region and a member of the Board of Visitors for MD Anderson.

Garland received a Bachelor of Science degree in chemical engineering from Texas A&M University in 1980.

David Bairrington is an independent director for Phillips 66 Partners. He is the managing partner of a family owned real estate development company. Prior to taking on that role, Bairrington spent 33 years in the energy industry with Phillips Petroleum Company and ConocoPhillips, from which he retired in June 2011.

Bairrington held a number of executive positions with Phillips Petroleum Company and ConocoPhillips, including Senior Vice President of ConocoPhillips Canada, President and Managing Director of Russia and the Caspian Region, and Senior Vice President of Marketing and Transportation.

Bairrington is a former board member of Syncrude Canada Ltd, and the former Chairman of the Board of the Polar Lights Company and NaryanMarNefteGas Company. He also served as the executive contact for a number of industry organizations such as the Society of Independent Gas Marketers Association (SIGMA), Petroleum Marketers Association of America (PMAA) and the National Association of Convenience Stores (NACS).

Currently, he serves on the Texas Municipal Power Agency Board, Bryan Texas Utilities Board, and Wells Fargo Community board.

Mark A. Haney is an independent director for Phillips 66 Partners. Haney retired as executive vice president of Olefins and Polyolefins of Chevron Phillips Chemical Company (CPChem) in December 2011. Prior to that time, Haney served as senior vice president, Specialties, Aromatics and Styrenics of CPChem from 2008 to 2011, and vice president, Polyethylene of CPChem from 2001 to 2008. Prior to joining CPChem in 2001, he held several senior positions with Phillips Petroleum Company, where he began his career in 1977. He also serves as a director for Advanced Drainage Systems, Inc.

Robert (Bob) Herman is executive vice president, Refining for Phillips 66, a diversified energy manufacturing and logistics company. He has more than 35 years of experience in various technical and leadership roles within the oil and gas industry.

Herman previously served as executive vice president, Midstream, as well as senior vice president, Health, Safety & Environment (HSE), Projects and Procurement. He joined Phillips 66 as senior vice president, HSE, and previously worked for ConocoPhillips as vice president, HSE. While with ConocoPhillips, he spent a majority of his career on the refining side of the business. Herman was named president, Refining, Marketing and Transportation - Europe, in 2008 after serving as general manager, Refining Business Improvement, since 2005. His extensive work with several refineries across the U.S. and Europe included a three-year term as the refinery manager of the Bayway Refinery.

Herman began his career in 1982 as a rotating equipment engineer at Prudhoe Bay, Alaska, with Sohio Alaska Petroleum Company. In 1987, he transferred to refining and worked in numerous operations, maintenance, turnaround, project management, technical support and refining management roles for BP, Tosco, Premcor and ConocoPhillips. 

He is the vice president of our general partner. He currently serves on the board of directors for our general partner and Chevron Phillips Chemical Company. He is a past board member of the Northwest Construction Consumers Council; Europia, the European petroleum industry association; CONCAWE, the European consortium for health, safety and environmental issues in the petroleum industry; and Boys & Girls Clubs of Greater Houston.

Herman was born in Seattle, Washington, in 1959 and received a Bachelor of Science degree in mechanical engineering from Washington State University in 1982.

Mr. Johnson, 61, is a member of the board of directors of Gulfport Energy Corporation, where he has served since 2015, and previously served as a member of the board of directors of Altus Midstream Company from 2018 to 2020. Mr. Johnson has an extensive financial and accounting background, with over 33 years of service in the oil and natural gas industry. During his career, he held a number of finance positions with Phillips Petroleum Company, ConocoPhillips, Phillips 66 and the General Partner, including most recently having served as vice president, controller and principal accounting officer for both Phillips 66 and the General Partner, before retiring in 2014. From 2010 until 2012, Mr. Johnson served as general manager, Upstream Finance, Strategy and Planning at ConocoPhillips. Prior to that, Mr. Johnson’s tenure at ConocoPhillips included his service as general manager, Downstream Finance from 2008 to 2010 and general manager, Upstream Finance from 2005 to 2008. Johnson also served on the board of Chevron Phillips Chemical Company LLC, a joint venture of the Partnership and Chevron Corp., and its audit committee, where he was co-chairman, from 2012 until 2014.

Kevin J. Mitchell is executive vice president, Finance, and chief financial officer for Phillips 66, a diversified energy manufacturing and logistics company. Mitchell leads the company’s treasury, accounting, auditing, tax, corporate strategy and business development functions. He has more than 30 years of experience in finance roles within the oil and gas industry.

Mitchell previously served as vice president, Investor Relations. Prior to joining Phillips 66, Mitchell served as the general auditor of ConocoPhillips and vice president, Exploration and Production — Strategy, Administration and Technical Services.

He joined Conoco in 1991 and held positions in finance and accounting, including general manager of Upstream Finance, Strategy and Planning; vice president of Finance and Administration for ConocoPhillips Alaska; and manager of Treasury Services.

Mitchell is also the vice president and chief financial officer of our general partner. He serves on the board of directors of our general partner, Chevron Phillips Chemical Company and DCP Midstream, LLC.

He is a certified internal auditor and a fellow with the Chartered Institute of Management Accountants.

Joseph W. O'Toole is an independent director for Phillips 66 Partners. O'Toole is currently a managing partner of Maeve Investment Company, LP, a private investment company, and president of Self Storage Company of North Fayette. O'Toole retired as a Principal Financial Officer of Phillips Petroleum Company in 1999. Prior to that time, O'Toole served as vice president, general tax officer and general tax counsel of Phillips Petroleum Company from 1977 to 1999. O'Toole served as chairman of the American Petroleum lnstitute's General Tax Committee in 1983 and represented the industry and Phillips Petroleum Company before government bodies in the U.S. and foreign countries on numerous occasions.

Timothy (Tim) Roberts is executive vice president, Midstream for Phillips 66, a diversified energy manufacturing and logistics company. Roberts has more than 30 years of experience in strategy, operations, commercial, and joint ventures in the oil and gas and chemicals industries.

Roberts previously served as executive vice president, Marketing and Commercial, as well as executive vice president, Strategy and Business Development. Prior to Phillips 66, Roberts was executive vice president, Global Olefins and Polyolefins for LyondellBasell.

He began his career in sales and in 1987 joined Phillips Petroleum, where he held positions in sales, marketing and corporate planning. Roberts subsequently moved to Qatar Chemical Company, a CPChem and Qatar Petroleum joint venture, as the country manager based out of Qatar.

After several leadership roles with CPChem, he was appointed president and CEO of Americas Styrenics, a Dow Chemical and CPChem joint venture. After serving as the vice president of Corporate Planning and Strategic Transactions for CPChem, Roberts transitioned to LyondellBasell where he held various leadership positions.

Roberts is also Vice President and Chief Operating Officer of our general partner and serves on the board of directors of our general partner and the Houston Zoo. He has a Bachelor of Science in marketing from Ball State University.
